Co-Chair Mary Rose opened the public hearing at 4:17 p.m. 

Public Hearing

Affordable Housing Trust Fund - $50,000

Truro Housing Authority Chair Kevin Grunwald said their first request is for a $50,000 contribution to the Truro Affordable Housing Trust Fund.  This helps the Housing Authority to act immediately on opportunities that otherwise might be lost if the THA had to wait for Town Meeting.  He responded to questions on the amount of money already in the trust fund with estimates, including the FY21 CPA grant and commitments to the Cloverleaf development.

Housing Consultant - $25,000

The Housing Authority submitted a second request for $25,000 to continue to get technical assistance from a housing consultant.  Leedara Zola has been serving as an independent consultant for the THA.  She worked on the requests for proposals for the Cloverleaf Property.  Future consultancy plans include starting an educational program on a range of housing options and assisting with emerging programs, Mr. Grunwald said.

Museum Collection - $18,784

The Truro Historical Society Vice-president/Collections Helen McNeil-Ashton presented information on their $18,784 grant application for the historic preservation of the Highland House Museum’s permanent collection.  She said the grant would be used to improve displays and to clean and frame material that is in poor condition. 

Edgewood Farm – $72,500

Executive Artistic Director Cherie Mittenthal of the Truro Center for the Arts at Castle Hill explained their revised request for $72,500 for a fifth phase of the historic restoration of Edgewood Farm. The budget includes replacement wooden gutters, historical lighting, plumbing for one bathroom in the barn, a hot water heater upgrade and redoing a septic connection. 

Puma Park Enhancement Program – $48,405

Truro Commission on Disabilities Chair Susan Howe reviewed the $48,405 request for the enhancement of Puma Park.  The money is needed for surfacing under the equipment for adult exercises and three shade structures to be placed over the equipment, the other side of the playground, and over the tot lot. 

Payomet Drive-In - $20,000

Kevin Rice, Director of Payomet Center for the Performing Arts, explained the $20,000 grant application towards improvement of the Drive-In at the Highland Center for the Arts.  The CPA money would be for a canopy over the stage which is now open the elements.  Payomet, at this time, expects to continue using the Drive-In for the new season.  Mr. Rice said they might receive help from Shepley on supplies for the project.  He and committee members discussed Payomet’s lease at the Highland Center.  Mr. Rice expressed his hope that a CPA grant fir=or the Drive-In would not be tied to Payomet’s lease with the Cape Cod National Seashore.  He said the stage would be available to the community for use.  He answered questions about security at Dewline Rd. and fences around the property.

Decisions

Anne Greenbaum moved to approve a contribution of $50,000 to the Truro Housing Authority Trust Fund.  Jim Summers seconded, and the motion carried 5-0.

Susan Howe moved to approve a grant of $25,000 for technical assistance to the Truro Housing Authority.  Anne Greenbaum seconded, and the motion carried 5-0.

Jim Summers moved to approve a grant of $18,784 to the Historical Society for the preservation of the permanent collection at the Highland House Museum.  Anne Greenbaum seconded, and the motion carried 5-0.

Susan Howe moved to approve a grant of $72,500 to the Truro Center of Performing Arts at Castle Hill for Phase 5 restoration and preservation of Edgewood Farm.

Jim Summers seconded, and the motion carried 5-0.

Anne Greenbaum moved to approve a grant of $48,405 to the Truro Commission on Disabilities for adult exercise equipment to enhance Puma Park.  Jim Summers seconded, and the motion carried 5-0.

Jim Summers moved to approve a grant of $20,000 to the Payomet Center for the Performing Arts for a Highland Center ballfield drive-in.  Anne Greenbaum seconded, and the motion carried 5-0.   The project is not to be tied to a lease with the Cape Cod National Seashore. 

Next Meeting

The next CPC meeting will be scheduled for Friday, February 12, 2021.  Agenda items will include: arranging to meet with the new Town Manager, getting a ninth CPC member, revision of Truro CPC Plan & application form, updates on FY21 agreements, minutes from December 11, 2020 and January 8, 2021.

Susan Howe moved to adjourn.  Anne Greenbaum seconded, and the motion carried 5-0.
