Co-Chair Mary Rose called the meeting to order at 4:15 p.m. and welcomed new member Anne Greenbaum, who has replaced Peter Herridge as the representative from the Planning Board.

Minutes of 11/13/2020

Jim Summers moved to approve the amended minutes of November 13, 2020. Susan Howe seconded, and the motion carried 5-0-1.

Financial Projections for FY22

Town Accountant Trudi Brazil had submitted the spreadsheet with estimated funds available for CPC use in Fiscal Year 2022.  Mary Rogers reviewed the projected state match, the percentages to be used for Administration, Open Space, Community Housing, Historic Preservation and the number available for any project.  There is also an undesignated fund balance of $236,542.21 that is already in the Truro Comunity Preservation fund account. 

Edgewood Farm Phase 3 Proposal

Executive Artistic Director Cherie Mittenthal presented Castle Hill’s reduced request for Phase 3 historic restoration of Edgewood Farm.  The new grant request is for $72,500 for wood gutters, lights, plumbing and one bathroom.  Jim Summers said he now was okay with the budget they had presented.  Ms. Mittenthal discussed provisions for virtual classes which Castle Hill had made during this pandemic year.  By August they were able to hold some outside classes, and in fall there were a few small in-person classes.  The free classes offered for seniors and for school children were presented virtually.  Cherie Mittenthal discussed lift options for making the second floor of the barn accessible to all.  Handicap accessibility is a priority, she said.

Puma Park Enhancement Project

Susan Howe explained the increase in the request for the Puma Park Enhancement Project.  The new grant request is $48,405 to cover the adult exercise equipment materials, surfaces, shade covers and delivery costs.  She explained the locations of the protective shade canopies over the adult equipment and a shade sail over the tot lot.  Winter removal and storage of the shade sail will be done by the DPW Department.  Ms. Howe discussed other funding for Puma Park: Truro Treasures, the Cultural Council and a new tile fundraiser.  Cherie Mittenthal reported on the success of the original tile project, led by Paul Wisotzky and done in cooperation with Castle Hill.

Other Project Concerns/Reports

Jim Summers inquired about Payomet Arts Center’s lease arrangements with the National Seashore.  They are negotiating a renewal of a 10-year lease at present.  Mr. Summers also asked for the status of other agreements for approved FY21 grants.  CPC delegated him to get the agreements to Town Hall for completion.   Anne Greenbaum will become a new monitor for the Highland House Museum. 

Annual Report

Mary Rogers asked for any material that committee members would like to have included in the 2020 Annual Town Report.  She anticipates a January deadline for the report.  Jim Summers said that Phase 4 of the Highland House Museum restoration project had been completed in 2020. 

Public Hearing for Projects

The date for the public hearing was set for Friday, January 8, 2021 at 4:15 p.m. with a snow date of Friday, January 15, 2021.  Voting on the projects will follow immediately in an Executive Session.  The applicants will be notified, and a notice of the hearing will be advertised in the newspaper.

Susan Howe moved to adjourn.  Maureen Cronin seconded, and the motion carried 7-0.
