Truro Community Preservation Committee

Minutes of Meeting of November 30, 2015

Truro Town Hall

Co-Chair Deborah McCutcheon called the meeting to order at 2:10 p.m.

Friends of the Truro Meeting House

Nick Norman, Carlotta Zilliax and John Van Kirk from Friends of the Truro Meeting House came forward to discuss the “Restoration of the Revere Foundry Bell at the Truro Meeting House” application for $48,598.  They gave a short history of bell ringing occasions, discussed the qualifications of Verdin, the restoration company, and the warrantee for the restored bell.  Ann Keenan reported on remaining money from previous grants to the Friends of the Meetinghouse.  She and Mr. Van Kirk said the construction punch list was near completion and their hope is to finish within budget. Co-chair Deborah McCutcheon requested an update on fund raising efforts by the Friends of the Meeting House.  She also suggested that the fund request might be rounded up to $50,000.  The Friends of the Meeting House were invited to public hearing January 14, 2016.

Truro Disabilities Committee

Susan Howe of the Truro Disabilities Committee discussed their application for “Improved Accessibility of Snow’s Park/Town Green.”  The request is for $8,811.38 for access mats to the Town Green.   Ms. Howe said that the park had failed an ADA training session on accessibility.  The Disabilities Committee has determined that mats would provide access and go around the perimeter of the area.  Unlike the beach access mats, grass under these mats will stop growing, Ms. Howe said.  The material, which she exhibited to CPC members, will be bought, rather than leased.  The mats and ramp will be stored by the company in the winter if the Town chooses to do this.   The Disabilities Committee had sought only one bid for the ramp. 

The Committee had a number of questions regarding the proposal. Lisa Tobia asked about installing a permanent ramp instead of removing the ramps each year.  The Committee asked if the mats would float or float away in the event of flooding.   Susan Howe explained the configuration of the mats at the bottom of the drop-off ramp.  The proposal places the ramp at a new location.  Their plan provides for the ADA percentage of accessible seating.   Lisa Tobia suggested getting more bids, alternate design and natural materials.  The Committee discussed other technologies for stabilizing ground in environmentally sensitive areas.  Susan Howe said she would do more research on other materials.  She will return to the CPC with more information.

Truro Housing Authority

Deborah McCutcheon had contacted the Coalition regarding the eligibility of the Truro Housing Authority’s request for a shared technical consultant with the Wellfleet Housing Authority.  The Housing Authority will be invited to the next meeting. 

Highland Affordable Housing

Kathleen Henry of Highland Affordable Housing had submitted the “Rent Relief for Highland Affordable Housing,” a request for $8,659 for rental assistance at 53 Shore Rd. and 6 Helen’s Way.  No representative from Highland Affordable Housing was present at the meeting.  Deborah McCutcheon said that a Community Preservation Coalition consultant could look into both this request and the Truro Housing Authority’s request for a shared technical assistant for Affordable Housing. 

Highland House Museum

Deborah McCutcheon discussed the possibility of bonding for the Highland Museum.  This could be useful for negotiations with the Department of the Interior for use of the building.  Jim Summers said that the lease from the Park Service could be extended to twenty years.  Representatives from Highland House Museum were interested in the bonding approach.  Discussion of the project will continue at the December 11th meeting. 

Agenda for Next Meeting

The December 11, 2015 will include Discussions with the applicants for Affordable Housing, Highland House Museum, Affordable Housing Rental Relief; Discussion of  CPA Fund Structure with the Town Accountant; further discussion of applications; and minutes of November 13 and November 30, 2015.

Adjournment

Bonnie Sollog moved to adjourn.  Richard Larkin seconded, and the motion carried 5-0.
