Minutes of Virtual Meeting

September 10, 2021

Present: Co-chair Mary Rose, Co-chair Jim Summers; Bonnie Brown-Bonse, Anne Greenbaum, Susan Howe, Diane Messinger, Jane Petterson

Also Attending: Select Board Liaison Susan Areson

Co-chair Jim Summers called the meeting to order at 5:00 p.m. and welcomed Bonnie Brown-Bonse to her first CPC meeting as a member at large.

Minutes of 5/14/2021 & 6/11/2021 & 7/23/2021

Anne Greenbaum moved to approve the minutes of May 14, June 11 and July 23, 2021as amended.  Jim Summers seconded, and the motion carried 5-0.

Membership

The committee still needs another at-large member to replace Maureen Cronin.  There is no representative from Recreation because that committee has not been active for the past few years.  Susan Areson said the Select Board has established a Recreation Advisory Committee and is seeking members for it. 

Agreements for FY2022 projects

Jim Summers said all the Fiscal Year 2022 agreements had been signed by Town Hall officials, and he has been gathering signatures from all grantees.  He will submit the agreements when they are completed.  The recipients will then be able to go forward with their projects.

Monitors for projects

The Fiscal Year 2022 project monitor assignments were completed.  Mary Rose will monitor the grants to the Affordable Housing Trust, the technical consultant for the Truro Housing Authority and Edgewood Farm Phase 5.  Anne Greenbaum will monitor the grant for display of the permanent collection at Highland House Museum; Jim Summers will handle the Payomet grant for the stage canopy at the Highland Center Drive-in; and Susan Howe will cover the Puma Park Enhancement Program.

CPC Plan draft report

Mary Rose said the subcommittee had met on August 21st and discussed the section of the draft CPC Plan that dealt with housing.  Deborah McCutcheon had sent a suggestion that they will consider.  The subcommittee and Mary Rogers will put together the entire plan for the October CPC meeting.

Community Outreach & Mini Grants

Anne Greenbaum explained the outreach purpose of getting more people involved and encouraging a more diverse range of projects.  She discussed the use of mini grants with a ceiling of $20,000 and an easier application form.  A budget worksheet, also available in Excel, will be included for the application. 

Anne Greenbaum moved to proceed with the mini grant applications added to CPC grant opportunities.  Jim Summers seconded, and the motion carried 7-0.

CPC members discussed outreach ideas and timing for introducing the mini grant approach.  Since there was no opportunity to present this at Annual Town Meeting in June, the public will be invited to the October 7 CPC meeting.  A press release for multiple newsletters, the Town website and CPC page will be prepared by Susan Howe, Anne Greenbaum and Mary Rose.  This will be sent for immediate release as soon as possible since the deadline for all applications is November 1, 2021. 

Next meeting

The next CPC meeting was scheduled for Thursday, October 7. 2021 at 5 p.m. with the first agenda item as mini grant possibilities and application procedure.

Jim Summers moved to adjourn.  Jane Petterson seconded, and the motion carried 7-0.
