Minutes of Virtual Meeting

June 11, 2021

 

Present: Co-Chair Deborah McCutcheon, Co-Chair Mary Rose; Anne Greenbaum, Jane Petterson, Bonnie Sollog, Jim Summers

Regrets: Maureen Cronin, Susan Howe

Co-Chair Mary Rose called the meeting to order at 5:00 p.m.

Membership

Committee members discussed the changes in membership as of July 1, 2021.  This was the final meeting for Bonnie Sollog, who has been with CPC for eight years.  Bonnie Brown-Bonse will be replacing her as an At-large member.  CPC anticipates that the Conservation Commission will approve Diane Messinger as their new representative.  Jim Summers will check with the Conservation Commission Chair.  Mary Rogers will report to Town Administration the need of another At-large CPC member.  Maureen Cronin has now missed four consecutive meetings after submitting her resignation to CPC, but she has not been able to send a resignation to Administration/Select Board.  Committee members expressed interest in a proposal for a combined Recreation, Beach and Bike Trail committees so that a representative from the resultant board would complete CPC as a ninth member.

Preparation for Town Meeting

Mary Rose will present the CPA Warrant Article at Annual Town Meeting.  Advocates for the various grants being requested are expected to speak on behalf of their projects. 

CPC Plan

Jim Summers had submitted a new draft of the CPC Plan, which Mary Rose and Deborah McCutcheon will revise further over the weekend.  The entire plan will be put together with some other needed information and be ready for the July meeting.

Mini grants

Anne Greenbaum explained that she had made the suggested changes to the mini grant forms.  She will incorporate a few more suggestions into the next draft and offer a usable budget format in Word and in Excel to be a part of the mini grant.  The headings will include “total cost,”  “CPC request,”  “other funding sources,” and “description.  Mini grants are meant to encourage more people to apply for projects up to $20,000.  The guide for mini grants includes examples of funded grants and mini grants for the categories of Open Space, Community Housing, Historic Preservation and Recreation.  Mary Rose will introduce the mini grant initiative at Town Meeting as a part of the introduction to the CPA Article.

Project reports/concerns

Trudi Brazil had sent a message that none of the FY19 grant of $7,000 to Payomet Center for the Performing Arts for its Circus camp aeriel rigging trusses has been spent.  If Payomet intends to use the CPA money, it must be spent by October 2021 according to the agreement signed October 10, 2018 with the Town.  Mary Rose said that Kevin Rice had contacted her about using the money. Jim Summers and Mary Rose will become the new monitors for the project.  Jim Summers said he would check with Kevin Rice when he talks to him about the T-5 Building’s historical restoration grant. 

Next meeting

The next meeting was planned for Friday, July 9, 2021.  Agenda items will include: two sets of minutes, new members, Annual Town Meeting results, agreements for grants,  the CPC Plan with mini grants, and the November deadline schedule,

Adjournment

Deborah McCutcheon moved to adjourn.  Jim Summers seconded, and the motion carried 6-0.

The meeting was adjourned at 6:00 p.m.
