Minutes of Virtual Meeting

Co-Chair Mary Rose called the meeting to order at 4:20 p.m.

Minutes of December 11, 2020 and January 8, 2021

Mary Rogers noted a small correction she had made to the minutes of January 8, 2021.

Maureen Cronin moved to approve the minutes of December 11, 2020 and January 8, 2021.  Susan Howe seconded, and the motion carried 6-0. 

Introductions

Community Preservation Committee members and the new Town Manager Darrin Tangeman introduced themselves. 

FY 22 Finances & the CPC Warrant Article

There is an additional section to the CPC Article, which Deborah McCutcheon and Town Accountant Trudi Brazil had prepared.  The Committee was not ready to vote a recommendation until they better understood calculations for the amount of money to be approved as a Fiscal Year 22 Budgeted Reserve available for any project. 

Town Meeting Schedule

The Town Manager scheduled a presentation to the Select Board for the sections of the CPC Article.  The Committee will need to hold another meeting next week to get all the material ready for the Select Board’s packets and attendance at their meeting.  CPC will also schedule a time to meet with the Finance Committee to go over the projects and allotment sections of the Warrant Article with them.

Report on FY21 agreements

Jim Summers said that all Fiscal Year 2021 agreements had been completed and signed by all parties.  Payomet still needs to have their lease with the National Park Service in place before receiving money.  Truro Conservation Trust is filing the Conservation Restriction required for the property at 42 Corn Hill Rd. in order to receive their grant. 

Ad Hoc Committee on recruitment for boards/committees

Susan Howe and Anne Greenbaum are members of an Ad Hoc committee for encouraging greater participation in boards and committees.  The “Committee on Committees” has received the basic description of the Community Preservation Committee, Susan Howe said.

Getting 9th member of CPC

Because the Recreation Committee is inexistent, there is no representative to fill a ninth position on CPC.  There is hope that the Committee on Committees will help get the situation resolved although that is not their charge.  The Town Bylaws state that the Select Board appoint an additional at-large member if a committee or board ceases to exist, but since Recreation is one of the allowable uses for Community Preservation money, CPC would prefer a representative.  There had been previous discussion of having a Bike and Walkway representative join CPC, but their focus is not the same as the Recreation Committee.  Jim Summers pointed out that ten citizens can submit a grant for a recreation project of merit.  Susan Howe noted that the Commission on Disabilities has applied for several grants under the category of Recreation.  Anne Greenbaum suggested more outreach for Recreation and other grant applications, but that will be a topic for a future meeting. 

Preparation for revision of 2015 CPC Plan

Anne Greenbaum and Jim Summers will become a subcommittee to work on the fourth revision of the CPC Plan.  Mary Rogers will send a copy of the 2015 plan in Word to them and Mary Rose.  Jim Summers said he has already identified parts of the plan that need revision.  Mary Rogers will supply the updated section on projects approved at Town Meetings and pie charts of CPA funds. 

Existing project reports/concerns

There were no updates on current projects, but Mary Rogers mentioned a possible future request. A Provincetown Banner reporter had contacted her about Truro’s participation in a community housing proposal for Orleans.  The developer is reportedly seeking mutual help from Outer Cape towns.  Jim Summers asked the Town Manager about the 2021 Annual Town Meeting plan.  Mr. Tangeman said that it is on the agenda for the next Select Board meeting. 

Next meetings

CPC will meet Friday, February 26, 2021 at 4:45 p.m. to approve additional Warrant material.  The next regular meeting will be held on March 19, 2021 at 5 p.m.  The agenda will include progress on the CPC Plan revision.

Ann Greenbaum moved to adjourn.  Maureen Cronin seconded, and the motion carried 5-0.

The meeting was adjourned at 5:15 p.m.
