Minutes of Virtual Meeting

October 9, 2020

Present: Co-Chair Mary Rose, Co-Chair Deborah McCutcheon; Maureen Cronin, Susan Howe, Bonnie Sollog, Jim Summers

Co-Chair Mary Rose called the meeting to order at 4:15 p.m.

Public Comment

Finance Committee Chair Robert Panessiti attended the meeting to discuss more communication between CPC and the Finance Committee.  He said that Finance Committee members were concerned about the allocation of resources and getting the information they need to make their recommendations for CPA Town Meeting Warrant Articles.  There was agreement that Finance Committee needs to understand CPA projects in advance of their recommendation voting.  Deborah McCutcheon reminded Mr. Panessiti that Warrant Articles each year are based upon what applications have been submitted and money available for allocation of CPA grants.  She said that the next edition of the CPC Plan could broaden its reach to include connecting with the Finance Committee.  Mr. Panessiti suggested having a Finance Committee liaison to the CPC.

Minutes

Susan Howe moved to approve the minutes of September 11, 2020.  Maureen Cronin seconded, and the motion carried 5-0.

Membership

The Committee discussed the General Bylaw stipulation that the Select Board appoint a CPC representative in the event that a board ceases to exist for any reason.  Since the Recreation Committee has not been operating for the past two years, CPC members said it would be appropriate for the Select Board to appoint an At-large member to replace the Recreation Committee representative.  Jim Summers offered to get this opening publicized in the Town e-newsletter.  Other CPC members will let people know about the position. 

Organization

CPC was not ready to proceed with the annual election of officers and postponed the matter for another meeting.

New Town Manager 

The starting date for the new Town Manager Darrin Tangeman is not yet known, but Interim Town Manager Jamie Calise will sign all agreements; therefore, CPC will move ahead with preparation of the agreements for the recipients of the grants that were approved at the Annual Town Meeting of September 26, 2020.

Town Meeting Results

Mary Rose noted that all sections of the CPA Article were approved at Annual Town Meeting.  Susan Howe commented on the strong presence of Payomet supporters for their Building T-5 historic preservation project. 

Agreements for Projects

Deborah McCutcheon, Mary Rose and Mary Rogers are completing agreements for the new Fiscal Year 2021 projects.  They expect a Town Counsel review and signings with Interim Town Manager Jamie Calise.

Monitoring Assignments

Monitors for the new projects are: Mary Rose – Housing Authority Funds and CDP Housing Institute; Deborah McCutcheon and Peter Herridge – Highland House Museum; Jim Summers – 42 Corn Hill Road and the Historic Properties Inventory; and Susan Howe – Puma Park. 

Deadline for FY22 Applications

The deadline for the next round of applications for projects to be presented at the 2021 Annual Town Meeting is Monday, November 2, 2020 since November 1 falls on a Sunday. 

Finances

In November the actual FY21 distributions will be known.  Mary Rogers said that she had spoken with Community Preservation Coalition Director Stuart Saginor, who said that if the money were to arrive right now it would come at a 17.7% match.  That is better than the 14% estimate Truro made for FY21.  Also in November, Town Accountant Trudi Brazil will make the CPA financial projections for FY22.

Existing Project Reports/Concerns

Mary Rose said that the Habitat for Humanity project for 181 Route 6 was facing new legal issues.  She will give an update after she attends the next Affordable Housing Authority meeting.

Next Meeting 

The next meeting was scheduled for Friday, November 13, 2020 at 4:15.  The new applications will be the focus of the virtual meeting.

Deborah McCutcheon moved to adjourn.  Maureen Cronin seconded.  The motion carried 6-0.

The meeting was adjourned at 5:20 p.m.
