Present: Co-Chair Deborah McCutcheon, Co-Chair Mary Rose; Maureen Cronin, Peter Herridge, Richard Larkin, Jane Petterson, Bonnie Sollog 

Co-Chair Deborah McCutcheon called the meeting to order at 4:15 p.m.

CPC Vacancies & Membership

There are two vacancies, one for an at-large member and one from Recreation.   Susan Howe is interested in becoming a representative from the Disabilities Commission.  There is currently no Recreation Committee.  Jane Petterson and Mary Rose need to renew their CPC memberships through the Open Space Committee and the Housing Authority, respectively.  Their terms expire on June 30, 2019.  Peter Herridge has already renewed his CPC membership as representative from the Planning Board. 

Minutes of 5/10/19

Jane Petterson moved to approve the minutes of March 29, 2019.  Richard Larkin seconded, and the motion carried 7-0.

FY20 Agreements

Town Counsel has not completed a review of the Fiscal Year 2020 agreements for projects receiving grants from Community Preservation funds.  Some of the recipients have signed the documents in advance.  Mary Rogers has checked with the Executive Assistants several times about the status of the agreements.  Deborah McCutcheon will inquire about the review. 

FY20 Consultant’s Contract

Bonnie Sollog moved to approve the Fiscal Year 2020 agreement for Mary Rogers’ services as contracted coordinator for the Community Preservation Committee at a rate of $29.50 per hour.  Maureen Cronin seconded, and the motion carried 7-0.

 

Updates

Puma Park

Jane Petterson said Susan Howe had sent an email update on Puma Park on additional state funding that must be spent by July 1, 2019.  The CPC work is expected to be done in November, according to Susan Howe.    

Great Hollow Beach Extension

There are several issues concerning the Great Hollow Beach Extension project.  Bonnie Sollog reported on offers for the property made by the Conservation Trust.  The owner is out of the country right now and has not responded.  State money could not be accessed because the sale could not take place this June.  Susan Howe explained ADA requirements for accessibility but a variance from the Massachusetts Architectural Review Board can be acquired to not provide beach accessibility.  Provision for ADA beach access could easily be lost to erosion, she said.  If the variance is granted, the ramp would not be placed.  One port-a-potty could be placed in the parking lot.  She said picnic benches would require handicap accessibility provisions.  If the property was to be open space only, it would stay as is.  She said she had suggested a small, accessible to all, viewing area near the head of the stairs.  Deborah McCutcheon had met with Truro Conservation Trust (TCT) leaders Fred Gaechter and Meg Royka.  Mr. Gaechter said the Conservation Trust had the option to provide handicapped access or not.  Deborah McCutcheon said none of the TCT lands are handicapped accessible.  Susan Howe said she had discussed handicap access with Mr. Gaechter, and he now will consider making provisions for the Great Hollow lot.  Deborah McCutcheon said getting an accessibility waiver for the Great Hollow property will be difficult.  Susan Howe discussed the covenant of the subdivision’s association, which also needs to approve the handicapped accessibility.  Mary Rose spoke of the advantage of extending the beach.

The next CPC meeting will be held on Friday, September 6, 2019.

Jane Petterson moved to adjourn.  Bonnie seconded, and the motion carried 7-0.
