Truro Town Hall

Present: Co-Chair Deborah McCutcheon, Co-Chair Mary Rose; Maureen Cronin, Peter Herridge, Richard Larkin, Robert Lowe, Jane Petterson, Bonnie Sollog; Paul Wisotzky, Selectmen liaison

Co-Chair Deborah McCutcheon called the meeting to order at 4:15 p.m.

Existing Project Concerns

Conservation Trust President Fred Gaechter gave an update on the Great Hollow project.  He explained that any of the association abutters control what happens on the lot.  They must agree to with the release the property from the covenants.  The potential buyer is before the Conservation Commission to determine if the lot is buildable, depending whether the property contains a “dune” or a “bank.”  The outcome of this decision will determine the Trust’s ability to make a counter offer.  The Trust is waiting for the determination.  The Conservation Trust remains interested because of the possibility of expanding the beach.  The Conservation Commission will be meeting next week to make the determination of movement of sand in the case of a dune vs. an unmoving bank.    CPC will not be granting money unless the beach is made available. 

Minutes of 11/9/18

Robert Lowe moved to approve the minutes of November 9, 2018.  Mary Rose seconded, and the motion carried 8-0.

Applications for FY20

The total amount requested for the five Fiscal Year 2020 applications is $658,761. 

Cape Housing Institute (CDP) submitted a request for $7,500 as Truro’s contribution towards the third Cape Housing Institute.   Maureen Cronin said this was a rewarding experience.  CDP offers the sessions in three different locations.  Andrea Aldana will be invited to the December 14, 2018 CPC meeting to discuss the program. 

The Truro Housing Authority (THA) requested the 10% Community Housing allotment or more for the Affordable Housing Trust Fund.   The estimated 10% for FY20 is $55,444.   Kevin Grunwald will be invited to discuss this at the next meeting and the second THA request for

$40,000 towards predevelopment expenses for the Cloverleaf property. 

Castle Hill requested $263,000 for Phase Four historic preservation of Edgewood Farm.   Richard Larkin and Bonnie Sollog will invite Cherie Mittenthal to the next meeting.

The Truro Historical Society asked for $292,817 for the historic restoration of the Highland House Museum Phase IV.  Robert Lowe and Deborah McCutcheon are mentors for the museum. 

Completion of the Highland House Museum restoration and Edgewood Farm historic restoration will take at least one more year.  Jim Summers and Susan Howe, the Historical Society representatives, who were present at the meeting, will come to the December 14 meeting with figures for completion.

Other Business: Repurposing Money for Puma Park

Susan Howe came forward to explain how the Snow’s Park/town Green project will not be going forward.  The concerts have been moved to the space behind the Community Center and Library.  Ms. Howe is now suggesting that this money be added to Puma Park Enhancement 2018 grant for the Life Trail Advanced Wellness Stations.  She also considered a two-person outdoor elliptical machine.

Robert Lowe said he would discuss his status privately with Deborah McCutcheon. 

Next Meeting

Grant applicants will be invited to the Friday, December 14, 2018 at 4:00 p.m. meeting to explain their requests and answer questions

Richard Larkin moved to adjourn.  Mary Rose seconded, and the motion carried 8-0.
