Minutes of Meeting of September 14, 2018                 

Truro Town Hall

Present: Co-Chair Deborah McCutcheon, Co-Chair Mary Rose; Maureen Cronin, Richard Larkin, Robert Lowe, Jane Petterson, Bonnie Sollog

Co-Chair Deborah McCutcheon called the meeting to order at 4:21 p.m.

Minutes of 5/18/18

Maureen Cronin moved to approve the minutes of May 18, 2018.  Richard Larkin seconded, and the motion carried 7-0.

Project Monitors

Bobby Lowe asked to continue as monitor for the Highland House Museum. The committee agreed to this, and Deborah McCutcheon said she will notify the Historical Society.  Mary Rose will be added as a monitor for the Affordable Housing Trust.

Reports on Projects

Maureen Cronin reported on progress at the Rte. 6 Habitat Homes.  They anticipate a completion celebration in October.  A few more inspections need to be done, and the landscaper will come after that.  Richard Larkin said Chuck Steinman is advising for window replacement at Edgewood Farm buildings.  He also reported on Snow’s Park/Town Green, which did not proceed because the handicap access will not be constructed as planned.  Deborah McCutcheon discussed the closing conference calls for Cape Cod Village.   She had asked for a separate document for Truro, and several other towns asked to do the same.  She will continue with the next steps for the Cape Cod Village closing.  Robert Lowe reviewed the written report submitted by Jim Summers, detailing progress at the Highland House Museum.  He commented on the mutual calendar and the events that had been opened to the public at the Meeting House as well.  The Museum had improved attendance at its events this year.  Bonnie Sollog and Deborah McCutcheon discussed what had been happening at Great Hollow.  An offer to buy the lot has been made that calls the Town’s purchase of the property into doubt.  There will be a follow-up on Payomet Circus rigging, Puma Park and Snow’s Field/Green at the next meeting.    

Projected FY20 CPA Funding from State 

The CPA Coalition advises towns to plan on an 11.5% match, which means that the Town’s money is the main contributor to the fund for Fiscal Year 2020.  Robert Lowe asked about the close of debt service for Poor’s Hill and the possibility of funding for an expanded trail to the top of the hill.

Schedule for Fall Applications

CPC will as invite Town Accountant Trudi Brazil to the next meeting to discuss funds available for the Fiscal Year 2020 grants.  New applications are due November 1st.   CPC will examine them at the November meeting and schedule time with applicants as needed after the first review of the applications. 

Date & Agenda for Next Meeting

The next meeting will be held on Friday, Oct. 12, 2018 to discuss funds, reports on Snow’s Park/Town Green, Payomet Circus riggings and Great Hollow Beach.
