Truro Community Preservation Committee

Minutes of Meeting of October 13, 2017

Truro Town Hall

Present: Co-Chair Mary Rose; Maureen Cronin, Peter Herridge, Robert Lowe, Rex McKinsey, Bonnie Sollog

Regrets: Richard Larkin, Deborah McCutcheon, Jane Petterson

Co-Chair Mary Rose called the meeting to order at 4:40 p.m.

Minutes

Maureen Cronin moved to approve the minutes of September 8, 2017.  Robert Lowe seconded, and the motion carried 4-0-1.

Sexual Harassment Policy – signatures

CPC members signed the acknowledgement sheet for awareness of the Sexual Harassment Policy.

Possible Anticipated Projects

Diane Rose and Cathy Rose were interested in preserving the historic Christian Union Church on Shore Rd.  Mary Rose and CPC members suggested the steps they needed to take. 

Kevin Rice was present to discuss a project idea for Payomet’s Circus Camp, which he hoped could be submitted as an application under Recreation.  They are now a fully licensed camp in accordance with Town regulations.   He and CPC members discussed the possibility, but it will require more investigation. 

Policy on Adjusting CPA Agreements

Deborah McCutcheon and Mary Rose had made adjustments in the Cape Cod Village agreement, which the Committee examined.  Deborah McCutcheon is preparing a policy on agreement adjustments for future reference. 

Rex McKinsey moved to approve the adjusted agreement for Cape Cod Village.  Maureen Cronin seconded.  The motion carried 6-0.

Report on Conflict of Interest Issues

Robert Lowe reported on conflict of interest as applied to Community Preservation Committee members when they are involved in an application from another board. 

CPCs Elsewhere

Maureen Cronin discussed the Acton case that has been brought to court, but there did not seem to be information on Community Preservation organizations elsewhere that have diminished powers. 

Trail Maps of Truro

Mary Rogers explained how the best Internet map she had found on the Internet of Truro trails was organized.  Maureen Cronin said she was interested in making the trails of Truro well marked and connected.  The Committee discussed what organization might be willing to undertake the project. 

Anticipated Projects

The Highland House Museum will be requesting money for the next phase.  Mary Rogers said that Penrose Properties intends to submit an application for a community housing complex to be built in Eastham.  They are seeking funds from neighboring communities for the effort which will provide affordable and workforce housing.  The Affordable Housing Authority will be seeking a grant to continue contracting with a consultant for technical assistance. 

Reports on Projects

Robert Lowe said that the First Meeting House had coordinated events with the Library, Highland House Museum and Castle Hill.  

Rex McKinsey reported on Puma Park, which will be seeking an ADA grant through the Town.  He also reported on Cape Cod Village’s grant received for $2,000,000.

Bonnie Sollog will get information on progress on Snow’s Park/Town Green. 

Existing Project Concerns

The temporary sign at the Meeting House has been removed as requested. 

Agenda for Next Meeting

The next meeting will be held on November 3, 2017 after the new applications arrive and will concentrate on what has been submitted for CPC consideration.

Rex McKinsey moved to adjourn.   Bonnie Sollog seconded, and the motion carried 5-0.
