Minutes of Meeting of November 3, 2017

Truro Town Hall

Robert Lowe, Rex McKinsey, Jane Petterson, Bonnie Sollog

Co-Chair Mary Rose called the meeting to order at 4:15 p.m.

Minutes

Bonnie Sollog moved to approve the amended minutes of October 13, 2017.  Robert Lowe seconded, and the motion carried 6-0.

Existing Project Concerns

Bonnie Sollog reported on the Town Green, which is on hold because of concerns expressed by the Conservation Commission and the Town Manager.  Maureen Cronin said she will draft a letter to the Town Manager for CPC to review at the next meeting. 

New Projects

The Committee reviewed nine new requests:

Technical Assistant for $30,000 requested by the Truro Affordable Housing Authority as a Community Housing project.

Replenishment of Affordable Housing Trust Fund for $85,000, requested by the Truro Affordable Housing Authority as a Community Housing project.

Campbell Property Housing in Eastham for $200,000, requested by Penrose Properties as a Community Housing project.

Cape Housing Institute for $15,000, requested by CDP as a Community Housing project.

A Study for Condominium Development for $13,500, requested by Highland Affordable Housing as a Community Housing project.

Highland House Museum Phase 3 for $272,755, requested by the Truro Historical Society as an Historical Preservation project.

Edgewood Farm Preservation Phase 3 for $215,309, requested by Truro Center for the Arts at Castle Hill as an Historical Preservation project.

Aerial Circus Rigging for $20,000, requested by Payomet Theater as a Recreation project.

Great Hollow Beach Extension for $250,000, requested by the Truro Conservation Trust and the Town of Truro as an Open Space project.

Assignments

Mary Rose will be point person for the Technical Assistant and Replenishing the Truro Affordable Housing Trust Fund.  Maureen Cronin will be in charge of questions for the Brackett Rd. Affordable.  Jane Pettersen will take the CDP Housing Institute.    Richard Larkin will take the HDH, Robert Lowe will continue with Highland House Museum.  Rex McKinsey will do the Phase 3 Edgewood Farm.   As a member of the Payomet Board of Trustees, Maureen Cronin recused herself from their project.  Peter Herridge will take Payomet.  Bonnie Sollog will handle the Great Hollow Beach Extension. 

Finances

The Committee reviewed the projections for Fiscal Year 19 and the current Fund Balance

Other Project Concerns

Rex McKinsey discussed what can be done at Puma Park immediately and a possible grant for further improvements at the park.  It is not derelict, he said.  It just needs some care.  They will determine what needs to be shored up or what will go into the grant.  They plan to go forward with the work.

Maureen Cronin said Habitat on Rte. 6 is looking for volunteer helpers, especially on Saturdays and a weekday.  They welcome food offerings for work breaks, she said. 

The agenda for the November 17, 2017 meeting will focus on the Community Housing, and December 1, 2017 for the remaining applicants.  

Public Comments

Richard Wood from the Finance Committee said he would like to attend meetings and report back to the Finance Committee.  CPC meetings are open to all. 

Adjournment

Robert Lowe moved to adjourn.   Richard Larkin seconded, and the motion carried 7-0. 

The meeting was adjourned at 5:17 p.m.
