Minutes of Meeting of November 4, 2016

Members Present: Co-Chair Deborah McCutcheon, Co-Chair Mary Rose; Maureen Cronin, Richard Larkin, Robert Lowe, Bonnie Sollog

Also Attending: Eric Mays, Peter Herridge

Co-Chair Deborah McCutcheon called the meeting to order at 4:15 p.m.

Minutes

Robert Lowe moved to approve the minutes of October 14, 2016.  Richard Larkin seconded, and the motion carried 6-0. 

Membership

Jane Petterson, Eric Mays and Peter Herridge have now brought the Committee to its full complement. 

New Applications

On November 1st, the Committee had received nine applications for Fiscal Year 18.  Four were Community Housing requests, two were for Historic Preservation, one was for Recreation, one was for Open Space, and one was a mix of categories.  Robert Lowe said Open Space did not apply for a trail on Poor’s Hill as he had predicted.  The Committee examined anticipated funding for Fiscal Year 2018 but did not have the figures for the Fund Balance.  Deborah McCutcheon reviewed the percentage requirements for CPA funds.   

The Cape Cod Community Development Partnership applied for $100,000 for a regional contribution for a rental property of 50 units to be built in Eastham.  The Governor Prence Residence would include 44 units at affordable price.    

Cape Cod Village asked for a Truro contribution of $100,000 for a regional effort in Orleans to create Community Housing for autistic adults. 

The Truro Historical Society applied for Phase 2 funds of $248,617.57 for the Preservation and Restoration of the Highland House Museum.  

Castle Hill Center for the Arts in Truro asked for Phase 2 funding of $158,683 for the Historic Renovation project of the house, barn and cottage at Edgewood Farm.  The deed restriction for Phase 1 has not yet been settled.

The Truro Commission on Disabilities requested $201,720 for a restoration project at Puma Park.  The effort would make the park more handicapped accessible and add features for adults, not just children.     

Habitat for Humanity of Cape Cod applied for $210,000 for three affordable homes to be built at 143 Route 6 in Truro.  There are plans for a one-bedroom, a two-bedroom and a three-bedroom home on the property. This is not the Route 6 property that is under litigation. 

The Truro Conservation Trust requested $150,000 for the acquisition of 25 and 25A Pond Rd. to be preserved as Open Space. 

Twelve Truro residents, led by Maryellen Kimball and Ann Courtney, submitted an application for $300,000 to create an extension of Great Hollow Beach and obtain two cottages for affordable work force rentals. 

Truro Housing Authority submitted a request for $30,000 for a continuance of an Affordable Housing Technical Assistant.

Deborah McCutcheon said the best approach was to have each CPC member act as point person responsible one of the projects. Committee members agreed upon the following assignments:

Habitat Houses – Mary Rose

Puma Park Restoration – Eric Mays

Edgewood Farm Preservation – Peter Herridge

Highland House Museum Phase 2 – Robert Lowe

Cape Cod Village – Maureen Cronin

Governor Prence Residences – Jane Petterson

The point person will take the lead on questions for their assigned project, but anyone else may ask further questions.   Deborah McCutcheon will invite the proponents of each project to attend the appropriate meeting.  Because of scheduling concerns, discussions will take place whether the applicants appear or not.

 

Agenda for Thursday, December 1 Meeting

At the Thursday, December 1 2016 meeting, CPC will discuss the Poor’s Hill trail idea, CPA Fund Balance, unexpended money from past projects, determining/decreasing grant amounts by line items and discussion of the four applications for Community Housing grants: Housing Authority Consultant, Habitat Houses at 145 Rte. 6, Cape Village in Orleans, and Governor Prence Residences in Eastham.

 

Agenda for Friday, December 9 Meeting

On Friday, December 9, 20016 will discuss the five remaining applications: Edgewood Farm, Highland House Museum, Puma Park Restoration, Acquisition of 25 & 25A Pond Rd., and Great Hollow Extension.   After meeting with the applicants, the Committee will discuss the possibility of bonding for projects.  Deborah McCutcheon will provide information from the Community Preservation Coalition on bonding.  

Project Concerns

Robert Lowe reported on the Meeting House’s Revere Foundry Bell, which is due back in December.

Adjournment

Richard Larkin moved to adjourn.  Bonnie Sollog seconded, and the motion carried 6-0.

The meeting was adjourned at 5:13 p.m.
