Truro Community Preservation Committee

Minutes of Meeting of January 22, 2016

Truro Town Hall

 

Members Present:  Co-Chair Deborah McCutcheon, Co-Chair Mary Rose; Maureen Cronin, Richard Larkin, Robert Lowe, Bonnie Sollog, Lisa Maria Tobia

Co-Chair Deborah McCutcheon called the meeting to order at 4:15 p.m.

Work Sessions for Writing Warrant Articles

The meeting on February 12, 2016 will include a work session to prepare CPC Warrant Articles for Annual Town Meeting.  An additional date will be scheduled for Friday, February 19 at 3 p.m. if necessary.

Bonds discussion with Finance Committee

Because the meeting scheduled for January 19, 2016 had been postponed, Deborah McCutcheon said there was no report yet on a discussion of bonding for CPC projects.  The meeting has been rescheduled for Monday, January 25, 2016 at 9 a.m.

Annual Coalition Dues Authorization

Lisa Maria Tobia moved to approve payment of $1,750 for 2016 annual dues to the Community Preservation Coalition.   Robert Lowe seconded, and the motion carried 7-0.

Minutes

Maureen Cronin moved to approve the minutes of January 14, 2016.  Robert Lowe seconded, and the motion carried 7-0.

Voting on Projects for Town Warrant

Historic Preservation of Three Buildings at Edgewood Farm – Castle Hill

Castle Hill will need a Preservation Restriction in place.  There is still a question on what is true historic preservation.  The suggested revised amount for the FY 2017 grant was $150,000.  CPC members were interested in having them partner with the Truro Meeting House committee to discuss phasing, but CPC can’t arrange that.  CPC would like to receive a detailed report at the end of the year and want to plan on phasing.  A designated clerk of the works should be noted for the project as soon as possible.

Lisa Tobia moved to approve $150,000 for historic preservation of three buildings at Edgewood Farm and to forward the request to Town Meeting as a Warrant Article and to  have Castle Hill give a year end construction report, a fund raising report, an a phased plan in place before distribution of funds provided the Article passes at Town Meeting.

Robert Lowe seconded, and the motion carried 7-0.

Highland House Museum – Truro Historical Society

Susan Howe and Jim Summers were present to discuss the Historical Society’s

CPC suggested phasing for the project and offered $168,200 for FY17.  CPC asked that the Historical Society present a progress report on construction and fund raising after the first year and a signed lease from the National Park Service as soon as it is available.  There was discussion of what year the 20-year lease would begin.

Robert Lowe moved to approve and forward to Town Meeting as a Warrant Article $168,200  as a first phase for FY17, present a progress report on construction and fund raising after the first year and a signed lease.  Mary Rose seconded, and the motion carried 6-0-1.

Deborah McCutcheon moved to send a letter to Superintendent of the Cape Cod National Seashore George Price that supports phasing for the project provided that the Warrant Article passes at Town Meeting and Mary Rose seconded, and the motion carried 6-0-1.

Technical Assistance Consultant – Truro Affordable Housing Authority

Robert Larkin moved to approve and forward to Town Meeting as a Warrant Article $40,000 for a shared technical consultant in conjunction with Wellfleet provided it does not augment a current position or create an employee for the Town.  Maureen Cronin seconded, and the motion carried 6-0-1.

Town Green - Disabilities Commission

Lisa Tobia moved to approve and forward to Town Meeting as a Warrant Article $26,500 for Handicap Access for the Town Green.  Bonnie Sollog seconded, and the motion carried 7-0.

Revere Foundry Bell – Friends of the Truro Meeting House

Robert Lowe moved to approve and forward to Town Meeting as a Warrant Article the Friends of the Truro Meeting House award of $48,600 for the historic restoration of the Revere Foundry Bell.  Lisa Tobia seconded, and the motion carried 7-0.

Rent Relief – Highland Affordable Housing

Several CPC members did not find the request appropriate or helpful.  The administrative costs for the organization are very high.  Maureen Cronin expressed her opinion that the one year would help Highland Affordable Housing with their mortgage.  She said that the figure represents a large amount of money for Highland Affordable Housing. 

Deborah McCutcheon moved to approve and forward to Town Meeting as a Warrant Article $8,659 to Highland Affordable Housing.  Lisa Tobia seconded, and the motion failed 0-6-1.

Adjournment

Richard Larkin moved to adjourn.  Lisa Tobia seconded, and the motion carried 7-0.

The meeting was adjourned at 5:05 p.m.
