Truro Community Preservation Committee

Minutes of Meeting of January 21, 2017

Truro Public Library

 

Members Present: Co-Chair Deborah McCutcheon, Co-Chair Mary Rose; Maureen Cronin, Robert Lowe, Bonnie Sollog, Peter Herridge, Rex McKinsey, Ricard Larkin, Jane Petterson

Co-Chair Deborah McCutcheon called the meeting to order at 10 a.m.

Minutes

Maureen Cronin moved to approve the minutes of December 15, 2016, January 13, 2017 and January 17, 2017, Robert Lowe seconded, and the motion carried with two abstentions for 1/15/16.  The motion carried unanimously for 1/13/17 and carried with two abstentions for 1/17/17.

Coalition Dues

Deborah McCutcheon moved to approve payment of $1,750 annual dues to the Community Preservation Coalition. Robert Lowe seconded, and the motion carried 9-0.

Funds Available for FY18 Projects

The Committee reviewed the projected funds for Fiscal Year 2018 and the CPA Fund Balance available for the projects. 

Project Decisions

Rex McKinsey said that he would participate in discussion at the meeting, but he would abstain from all votes on the projects because he had not attended presentations by the applicants.

Truro Housing Authority Technical Consultant

Mary Rose moved to approve a sum of $30,000 to the Truro Housing Authority for a consultant technical assistant.  Robert Lowe seconded, and the motion carried 8-0-1.

25 & 25A Pond Rd.

The Committee discussed the possibility of increasing the amount of the grant.  Fred Gaechter from the Conservation Trust said the figures that he presented in the application are based on projected fund raising.

Robert Lowe moved to add $50,000 to the request to make a total grant of $200,000.  Peter Herridge seconded. The vote was taken by roll call: Larkin – yes; Cronin – yes; Sollog – yes; Petterson – yes; McCutcheon – yes; Rose – yes; Herridge – yes; Lowe – yes;  McKinsey – abstain.  The motion carried 8-0-1. 

Cape Cod Habitat for Humanity

Mary Rose moved to approve a sum of $210,000 for the development of three affordable homes at 145 Route 6, Truro by Cape Cod Habitat for Humanity.  Maureen Cronin seconded, and the motion carried 8-0-1.

Highland House Museum 

Richard Larkin recused himself from deliberations.

Robert Lowe moved to approve $249,000 for the Highland House Museum.  Mary Rose seconded, and the motion carried 7-0-2.

Puma Park Enhancement - $202,786 Request

The Recreation project has $104,000 in a project that has not been developed that could be repurposed at Town Meeting.  CPC could contribute a new amount of $50,000 for the surfacing.

Robert Lowe moved to approve a grant $50,000 to the Commission of Disabilities for Puma Park provided they get the repurposed money from the former Recreation grant and provided that the grant money is used for the surfacing.  Bonnie Sollog seconded, and the motion carried 8-0-1.

Great Hollow Extension

Deborah McCutcheon suggested offering a challenge grant with a limit of $50,000 with a dollar for every three dollars the applicants raise within two years.  Fred Gaechter explained the options for owning the property completely by the Town, completely by the Conservation Trust or a split ownership.  He also discussed a potential sale outside of Town involvement.  The Committee discussed the ownership options and other issues that have not been resolved and noted that Great Hollow neighbors and others are very supportive of the project.  Each CPC member expressed his or her view of the proposal of offering a $50,000 challenge grant and discussed the possibility of the advocates becoming a non-profit organization. 

Robert Lowe moved to approve a challenge grant for the purchase of the lot at Great Hollow with a limit of $50,000 with a matching dollar for every three dollars ($150,000) they raise within a two-year period subject to ownership determination.

Mary Rose seconded, and the motion carried 8-0-1.                                                                                              

Edgewood Farm

Robert Lowe addressed the question of what services, courses and events that Castle Hill offers to Truro.  Rex McKinsey and other members discussed the importance of Castle Hill as an arts center.

Richard Larkin moved to fund the Edgewood Farm request fully at $158, 683.  There was no second.  The committee decided to discuss the other two requests, Cape Cod Village and Governor Prence Residences, that had not yet been decided. 

Cape Cod Village Home for Adults with Autism

Peter Herridge moved to approve a sum of $50,000 for support of Cape Cod Village preconstruction costs.  Bonnie Sollog seconded, and the motion carried 7-1-1.

Governor Prence Residences

Deborah moved to not offer any dollar amount to the Governor Prence Residences in Eastham.

Peter Herridge seconded, and the motion carried 8-0-1.

Edgewood Farm Decision

Mary Rose moved to of grant $100,000 for the Historic renovation of Edgewood Farm.  

Robert Lowe seconded, and discussion ensued.  Discussion was on phasing, cost presentation, and making the historic building handicap accessible.  The vote was taken by roll call: Larkin – no; Cronin – yes; Sollog – no; Petterson – abstain; McCutcheon – abstain; Rose – yes; Herridge – no; Lowe – yes;   McKinsey – abstain.  The motion did not carry 3-3-3.

Deborah McCutcheon moved to offer $50,000 for Edgewood Fram and invite Castle Hill to come back next year.  Peter Herridge seconded.  There was discussion about the amount.  Discussion was on phasing, cost presentation, and making the historic building handicap accessible.  The vote was taken by roll call: Larkin – no; Cronin – yes; Sollog – yes; Petterson – yes; McCutcheon – yes; Rose – yes; Herridge – yes; Lowe – no;   McKinsey – abstain.  The motion carried 6-2-1. 

Richard Larkin moved to reopen the Edgewood Farm vote.  Robert Lowe seconded.  The motion was tied at 4-4-1.

Robert Lowe moved to offer $75,000 for the Historic renovation of Edgewood Farm.   Mary Rose seconded and the motion carried 8-0-1.

Adjournment

Rex McKinsey move to adjourn.  Bonnie Sollog seconded, and the motion carried 9-0.

The meeting was adjourned at 11:26 a.m.
