Minutes of Meeting of January 13, 2017

Members Present: Co-Chair Deborah McCutcheon, Co-Chair Mary Rose; Maureen Cronin, Ricard Larkin, Robert Lowe, Bonnie Sollog, Peter Herridge, Rex McKinsey, Jane Petterson

Co-Chair Deborah McCutcheon called the meeting to order at 4:15 p.m.

Financing for FY18 Projects

Puma Park Enhancement

Commission on Disabilities resubmitted their request for enhancement of Puma Park, now at an amount of $202,786.  Susan Howe, Chair of the Commission on Disabilities explained the breakdown of the request for making the Park a multi-generational and all-inclusive area.  She discussed volunteers who may be able to work on the project and the safe and accessible surface.  Rex McKinsey explained the composition of the surface further.  Deborah McCutcheon suggested continuing with community help in the installation. Ms. Howe said that the big ticket item, the surfacing, has to be installed professionally.  Maureen Cronin said that the volunteer prep work that was done last time had been a big cost savings.   The time goal for the project would be next summer, Ms. Howe said.  The Commission has not reached out to businesses for financial support.  Deborah McCutcheon asked about spreading the grant out over two funding periods.  Mary Rose advised getting a clear estimate of what is covered by the surface installer. 

Overall Funding Process

Deborah McCutcheon discussed possible approaches to funding: dropping each request by a given percent, not going forward with some of the projects this year, or determining grants by priorities.  She reviewed CPC priorities and asked the Committee what approach they would prefer. 

The Committee discussed category priorities and the possibilities for particular projects.

The CDP request is for $100,000 contribution towards Governor Prence Residences with 44 Affordable units to be built in Eastham. 

The Committee considered if this request could be cut.  Housing Consultant request by Housing Authority for $30,000 could possibly be funded at 100 per cent.

Habitat for Humanity’s request for $210,000 to develop three homes at 143 Rt. 6   might be funded in two parts, half in FY18 and half in FY10. 

Cape Cod Village’s request for $100,000 towards the home for adults with autism being built in Orleans was considered with a fifty percent drop.   

Puma Park could repurpose money that is already encumbered and receive around $50,000 for the surface or it could be a two-part project.  Friends of the COA might be able to offer additional support.  Return of the earlier grant money would have to also be approved at Town Meeting.

Mary Ellen Kimball, Ann Courtney and others’ request for $250,000 for acquisition of a lot for an extension at Great Hollow Beach could be filled in part by offering a challenge grant with matching CPA funds up to $100,000.

Conservation Trust’s request for $150,000 Open Space Acquisition of 25 and 25A Pond Rd. was seen as important enough to be fully funded as long it is user friendly for the community.  The Committee considered offering even more if needed.

Historical Society’s request for $248,617.57 for Phase 2 Restoration of the Highland House Museum can be fully funded at $249,000. 

Castle Hill’s request for $158,683 for Edgewood Farm Phase 2 Renovation project was considered in terms of use by Truro residents.  No grant amount was determined. 

The Committee agreed that sunset clauses will be built into every agreement.  It is likely that another meeting will be necessary for approving the projects and grant amounts to go forward to Town Meeting.  Another meeting will be scheduled for January 21, 2017 at 10 a.m. at the Library if necessary.

Mary Rose moved to adjourn.  Bonnie Sollog seconded, and the motion carried 9-0.  The meeting was adjourned at 5:56 p.m.
