Minutes of Meeting of December 15, 2016

Truro Town Hall

Members Present: Co-Chair Deborah McCutcheon, Co-Chair Mary Rose; Maureen Cronin, Robert Lowe, Bonnie Sollog, Peter Herridge, Rex McKinsey

Absent: Ricard Larkin, Jane Petterson

Co-Chair Deborah McCutcheon called the meeting to order at 3:05 p.m.

Minutes of December 9, 2016

Robert Lowe moved to approve the minutes of December 9, 2016.  Maureen Cronin seconded, and the motion carried 6-0.

Projected Finances

Town Accountant Trudi Brazil explained the CPA Fiscal Year 2018 projected funds, including the 10% allotments for Historic Preservation and Community Housing.  The 10% for Open Space has been included in the debt service.  Ms. Brazil continued her financial explanation of Fund Balance as reported on CP2 forms to the Department of Revenue. 

There is also money remaining in a number of existing projects.  Trudi Brazil said she needs a mechanism for getting the money back from the projects that did not have sundown clauses. Each project sponsor will be contacted by letter to return the money.  Town Meeting could then vote to put the money back into the Fund Balance. 

Public Hearing Plans

The public hearing will be held on January 17, 2017 at 6 p.m.  The Conservation Trust had submitted additional information on the Pond Rd. acquisition.   Deborah McCutcheon suggested offering a match challenge for the Great Hollow Open Space acquisition project.  She planned the regular meeting for Friday, January 13, 2017 in advance of the public hearing.  The voting of CPC approvals will take place on January 17, 2017 after the hearing.  Rae Ann Palmer said that Puma Park might be able to get other funds for resurfacing the park.  Deborah McCutcheon said she will contact Susan Howe to find out her intentions about going forward with a part of the request. 

Adjournment

Bonnie Sollog moved to adjourn.  Mary Rose seconded, and the motion carried 6-0.  The meeting was adjourned at 4:00 p.m.
